1.7GHz Core i7 or 2.8GHz C2D?

Probably the C2D.

the i7 probably has turbo boost and / or hyperthreading, making it the much better choice

Except the fact that it's clocked at 1.7ghz.

given the question was about desmume performance, hyperthreading won't do a thing. turbo boost can help, though.
i was about to write a long post, then i googled it and there seems to be a consensus that the i7 is the faster one, and preforms much better despite the lower clock speed. it isn't definite, but it clearly isn't obvious anymore that the C2D wins.

well, hyperthreading wouldnt be useful for desmume, but you can bet your a** turbo boost is. The max turbo frequency of a 1.7GHz i7 (im assuming its the 820QM) is 3.06 GHz, which is faster than the C2D. while this maybe for only one core, the benefits FAR outway the costs.

It seems the Core series is more powerful due to TurboBoost, but will there be a noticeable difference if I use an i5 instead of i7 given the same clock speed?

The extra 2 i's are there for no reason at all.

I'm not sure if you're being sarcastic, like you usually do, but from what I know the performance increase in the i7 is normally not noticeable in gaming. They are supposedly more obvious when you are doing stuff like video encoding or graphic rendering.
