Slow Running RoM

I'm having an issue with the roms that I play,
all of them run at about 50% speed, I am for example playing now Pokemon Platium & Siliver Soul

When ever I'm walking or navigating any 3D field it runs slow at 50%, if I ever go into my bag or any pure 2D screen it runs fine.

What Can I do to allow my games to run smoothly at 100% or something at least close Dx
