0.9.5 - Multithreading, can it be disabled via GUI/CFG?

Hi, I was wondering if it will end up being possible to choose whether or not you want the emulator to operate across multiple processors/cores or not via the GUI or the configuration file? On a 2 core system, one of the processors will have to deal with background processes and O/S stuff and this may/will cause stutter instead of the usual gradual/smooth slowdown effect one would experience when entering intense situations and also affect overall stability/flow of the emulator performance.

Windows 10 x64 | Ryzen 3700X | ASUS Crosshair Hero VIII (WiFI) Motherboard | 16GB 3600MHz RAM | Nvidia Geforce 1070Ti

you dont think i tested it on a dual core system? if you want to discover for yourself how the world works, try --num-cores=1 and kiss several fps goodbye
