Can anybody tell me what "size" and "offset" do when listing cheats? When looking at pro action replay codes, there is usually only a long string of characters only. How does one enter all of those? Do you have to make a separate entry for each line of characters? they tend to get quite long.
I looked at the faq, which then linked a wiki about it, but the wiki is outdated and doesn't reflect the new changes introduced in .9.4

to enter an action replay code,
click the action replay button,
and enter the code,
whereupon the code will be active,
and never during this process will you have seen,
anything about size and offset,
except in the list,
which is not where I told you to enter action replay codes.

There is no action replay button located anywhere in the menus or on the program window itself. Is there a trick to access it?

ok let me be more precise. emulation > cheats > list > action replay

There is no action replay anywhere when I bring up the list window. Only the offset, size, and such that I told you about. I have the linux version of desmume. Could that be it?

yes. tough break, kid.

Why is it only for windows? Aren't they built from the same source?
Offline
nope. only mostly the same source.

What would it take to get the feature included? Is there any specific reason for the differences? Does action replay just not work in the linux build? Are there any other feature differences?

There are many other feature differences. There is no specific reason other than a general lack of interest in keeping feature parity between different ports. What it would take is one of the following items, which is not peculiar to this project but similar to every other open source project:
1. patience, for a linux programmer to feel like doing it
2. dedication and hard work, for you to learn to do it yourself
3. nagging, for the programmers who will do work to shut up naggers on occasion
4. donations, to a programmer which will find its way to whomever does the work

OK I had the exact same problem so I need a few tips as to how I can proceed now.
1. Does desmume-win 0.9.4 have the same save formats as desmume-lin 0.9.4 ?
2. If yes, does it run in Wine comfortably ? That's what I did with VisualBoyAdvance.

I haven't tried desmume in wine, but I did use the cheat in windows, save, and then just continue from there in linux since I didn't need the cheat to be persistent. So yes to question 1. I did have to be in the game menu for the save to load properly though, otherwise I just ended up with a black screen.
