Can anyone with WIN11 22H2 help test?
Just run the first chapter
Will enemy reinforcements and enemy turns Stalls and dropped frames?

windows 11 would have nothing to do with this. your system may be weak, overheating, or have problems with the gpu. try changing config > display method
