can i change the time?
i was wondering if i can change the time because i need to get special pokemon in pokemon platinum that only comes out 1 day of the week

change your system time and then load the game.

Considering the emulator uses PC clock to determine the DS clock, you probably just did it wrong. If you change your PC's clock to whatever you want the DS clock to be, when you start the emulator it will think it's that time. Just don't forget to change the clock back when you're done.

then you ask your administrator to change the time on the PC, or edit the source code and rebuild it.

If you change the time or date, this can cause events based on time of day or day of the week to temporarily become unavailable. You may have correctly changed the day of the week, but your weekly event may not happen due to the game detecting that you changed the day of the week.
