As far as I can tell, every setting, save-state, path, and control; are completely erased when I close DeSmuME, can I have some help? (I have the 64-bit, 0.9.6 version)

Hmmm... DeSmuME v0.9.6 is very old. Old versions are no longer supported. Have you tried using a newer version of DeSmuME from our Downloads page?

I have deleted everything, and re-downloaded each windows stable 0.9.10 version consecutively, and still nothing...

use process monitor to watch what's interfering with those files.

I opened up processes; there doesnt seem to be anything out of the ordinary: but I wouldn't know what to look for.

the image import doesnt work for c:\files\on\your\computer here or anywhere
youre looking for desmume-related files showing up attempting to be written in a weird place, or error messages related to those files

yes, but generally we're not interested in ones from explorer.exe but desmume.exe

I guess write to %appdata% if writing to current directory fails might not be a bad idea. Or enable UAC virtualization.
