Toggle Fast Foward makes game run at 450fps

I want to play a game in fast foward, is there a way to keep frames limited to 60 when in fast foward? I dont really want to thrash my hardware for a pokemon game xd

alternatively is there a way to set the fast foward speed to only 2 or 4x?

config > frameskip > 9
config > frameskip > auto-minimize skipping (disable)

note: your fantasy that frames can be "limited" is mostly delusional and any options that purport to reduce the number of "frames" are likely to have impacts less exciting than you expect, because it is impossible to skip frames without breaking sensitive games; thus, anywhere from 50-95% of the work of "doing a frame' is done even if you asked it to be skipped in order to avoid breaking the games.
