Strange Performance Issues

Specs:
Graphics Card: GTX 760
CPU: AMD 3.69GHz X4 860K Quad Core Processor
RAM: 8 GB

I am trying to use DeSmuMe (specifically to play Super Mario Bros: Bowser's Inside Story) and it's isn't running very well. At times it runs smooth as butter but most of the time It slows down. I've messed with the settings for a while now and can't get it to work. Help? Also, I've tried Rhythm Heaven Fever on my laptop and got the same results. Although my laptop is a lot slower.

Blow the dust out of your fans, set your power options to max performance, and eliminate rogue processes wasting CPU power. Try deleting your ini file to undo whatever weird settings you chose.  Change between opengl and softrasterizer.

Different scenes of different games run at different speeds. Weak CPU may not keep up in intense scenes. Turn off the framerate throttle to see how much headroom you have when it's running fast. If it only runs 61fps when it's running fast, then you have big problems.
