DS games run @ 30fps or 60fps

DS games have a fixed framerate?
Or the game developer can choose which one suites better.
Im asking this because some games like Yoshi Island performs pretty fast @30fps, but Metroid Prime Pinball crawls @25fps.
I notice this in other games also...

I think it has something to do with graphics used for example in Megaman ZX when battling 30fps is fine but when the movie starts near the beginnig of game
(just before snake battle)  at the same fps it goes dead slow

I've only added a framerate limiter¹ to the gtk port (not including gtk-glade).

¹ Based on patches received thru the bugtracker. Framerate is "nicely" limited to approx 60fps.

There's been a dicussion on this on the other forum...
From the top of my head, i think it has been established that it's suppose to be 60fps and that there was an error in it's calculus on the windows port.

Please verify this.
