Pokemon Pearl Frame Problems

I'm running Windows XP on my Dell Inspiron Mini (1.6ghz, 1gig RAM). Pokemon Pearl runs uncontrollably slow/skips frame, and I'm not sure how to fix the problem (or if my PC is just too slow).

I'm using DeSmuME 0.9.4 dev+. I've already tried changing the Framerates as well as the 3D settings, but to no avail. The game is slowed down so much I can count the steps my character takes (literally at turtle speed).

Any suggestions?
