In which format? Afaik, there're a few different ones: Photoshop supports 2 types, iirc.

The palette viewer has a slight problem while at the topic of it. The texture palette #0 to be precise, although I assume the other texture palettes share the problem. It only shows the first 16 palettes, while some games like Portrait of Ruin use more for backgrounds. The remaining palettes can be noticed in the tile viewer, LCD - 0x6890000 in Bitmap mode. Also there's the leftover 'Pas de palette' and 'Il n'y a pas de palette' from when the emulator was french. :P
On tile viewer topic, I just wonder if it'd be possible to make it display stuff in the 16/256 color mode correctly, as in not in resized pieces that are all out of order?
As for the palette extracting, i'd think the text version of paint shop pro's would work the best. The one where it defines the 'JASC-PAL' and stuff.
