Forum room button in DeSmuME

I would suggest that this button should link to these forum rooms not the SourceForge ones.
It would only take one line change in main.c for the windows version do not know about the other version.
I could properly do it myself if you have not got time.

Also I propose that we remove the frameskip options until they work and have it permantly set on 0.
I do not know how do this so somebody else would have implent this if it agreed upon that this fixes are worth it.
